SANTA CRUZ — Real estate agents received an update from local officials Tuesday on housing developments and regulations throughout the county.

In talk-show format, guest speakers answered real estate questions at the third annual Right Now in Santa Cruz Real Estate event Tuesday at Hotel Paradox in Santa Cruz. These city and county officials discussed new regulations and projects that affect housing and business projects.

Guest speakers were Barbara Mason, economic development coordinator for the county of Santa Cruz; Rebecca Garcia, mayor of Watsonville; John Flaniken, CEO of Trade-In Real Estate; Yvette Brooks, vice mayor of Capitola; Randy Johnson, mayor of Scotts Valley and David McCormic, development manager for city of Santa Cruz Economic Development.

The highlights of each speakers’ discussions encompass:

• Cottage Food: Mason said a regulation that has seen success recently is the Cottage Food program, which allows home kitchen operations to sell and serve food to customers as businesses.

• Climate Action Plan: In 2020, Garcia said she wants to reevaluate the city of Watsonville’s Climate Action Plan, a program to address the challenges of climate change, and discuss prohibiting drive-thrus in the city, following in the steps of the city of Santa Cruz.

• Accessory Dwelling Units: Flaniken discussed new regulations on Accessory Dwelling Units that no longer require public hearings, adhering to local zoning regulations, or seeking discretionary approval from cities or the county. The state requires an ADU be set four feet from the back and sides of the property, shorter than 16 feet and smaller than 800 square feet. Brooks said the city of Capitola now prohibits a minimum lot size for ADUs. Previous to Assembly bills 68 and 881,and Senate Bill 13 signed into law in 2019, amending this regulation, the city required ADUs be on a minimum lot size of 4,000 square feet. ADU production will also be streamlined through the city of Capitola’s recently-approved Senate Bill 2 Planning Grant, she said.

• Capitola Mall: Brooks discussed the timeline of the Capitola Mall project and what mall owner Merlone Geier anticipates for the development. Mason said the county is assisted the mall owners in their plans.
